My reading of the matter is precisely that there is nothing legitimate in the actions to detain MP Ceyhan Ibryamov. It's about running afoul of the law. There are a few problems in the initial actions. First, detaining the person with immunity is against the law. It cannot be assumed on the basis of the public data that this is a “sealed crime” so that he can be arrested without a decision to waive his immunity. There is no incident or chance of the crime. „There are a few disturbing things. Obviously, it concerns an operational combination between the Ministry of Internal Affairs and the Prosecutor's Office. It is disturbing that permission was requested to start an investigation and detain the person, but the chairman of the National Assembly did not give permission for his detention,” believes Nikolay Kokinov, former city prosecutor.
„There are many questions. Why does the person who gave the money want this type of service from the MP? Why did Ibryamov trust and accept the money? The very logic of what is happening raises concerns and doubts," he added.
“The case can be considered in the so-called entrapment – proactive role of state authorities. However, whether there is such an action by the authorities for the person to take this money – this is a matter of speculation. We don't have enough information on the case”, Yankulov also said.
„It is problematic whether this is not a circumvention of the law – by exploiting the SRS against one person to control another person. If so, there is a clear violation. The bigger problem, however, is with the initial investigative actions – search of the person, identification of the person and searches of several addresses occupied by him. "All this was done while he was still immune," he is emphatic.
