October 10 is the last possible date for a meeting and to propose candidates for chief prosecutor from the Plenum of the SJC, but it is clearly not possible to find a candidacy around which to unite the people who can make the relevant proposals. In his words, the upcoming elections of the chief prosecutor and the chairman of the Supreme Administrative Court are significant: "These are the persons who represent us not only in the country, these are the persons who represent us with in which the action of the judicial system can be seen, and in Europe. So these texts in the Judiciary Act simply need to be filled with content. And I sincerely want to believe that this will be the case,” he added.
"We can only guess exactly what will happen, but I think there will still be some valid proposal tomorrow, otherwise we will get into a situation of complication that does not help anyone. So, most likely, it will come to such a procedure. Otherwise, this procedure would have to be re-announced, and the same paradox could be reached again.“
Regarding the speculation surrounding the possible appointment of the chairman of the Supreme Administrative Court, Georgi Cholakov, whose term is expiring, the constitutionalist expressed the opinion that there is no drama here and the election of a new chairman will take place according to the established legal order. "And where he is and in what way the former president will act, these are somewhat speculative views,” he added.
In his words, the division of different majorities to indicate the candidates for the big three in the judiciary is incorrect: "I don't know for what reason this division was made, but I think that there really should be a unification of the persons in the election of these positions, and it should be accordingly with a higher, increased qualified majority,“ he explained.
