He explained that 6 hours of research were conducted on the geometry of the road. It is no secret, he explained, that it is not in the best condition.
"I saw that there are four types of asphalt. On every road, the asphalt pavement must satisfy certain qualities. They are very important. It must have good traction, there must be no bumps, no waves. It must also have load-bearing qualities. All this is very complicated and that is why there is a standard for the structure of the given pavement".
The difference in the pavement shows inhomogeneity, and if we have such, this is a sign and prerequisite for loss of stability.
"I was amazed by what the "Traffic Police" showed me. If there is rain, we definitely have a loss of stability of a truck, which raises huge doubts about why and how this happens. This is our task".
If the institutions read the expertise, and they do not do this, unfortunately - they will see between the lines what they need to fix. The unevenness is not the reason for the lack of stability, the expert said.
"This bend can be overcome at very high speed if the pavement is good. The problem is not in the unevenness. The problem is the unevenness of the pavement and the ruts formed".

Yavor Notev stated that the institutions are obliged to take responsibility. Will there be any change in the investigation of road accidents? He said that since 2009, together with Professor Stanimir Karapetkov, they have been visiting every minister of justice in an attempt to propose just such a change. He added that at first they were willing, but later the enthusiasm faded due to a lack of understanding of the topic. He stated that the problems are countless - the number of experts, their qualifications, the qualifications of the investigators.
"We are making efforts, but this is a drop in the ocean. If it is not state policy - it cannot be done".
There are those who are guilty, but they are not being sought where the essence of the problem lies, the lawyer believes. He believes that "the cheaper option is to have a personal person responsible - the one who is behind the wheel with the excuse that the speed limit was not observed".
