The talks between the Russian and American delegations in Istanbul have ended, lasting six and a half hours, a correspondent for the Russian state news agency TASS reported from the scene.

Journalists waited for the end of the talks at the residence of the US Consul General in Istanbul, but in the end the Russian delegation left without giving any comments, a TASS correspondent reported.

The composition of the Russian delegation was not disclosed, the agency recalls. Representatives from Moscow and Washington planned to discuss ways to return the two countries' embassies to normal operations.

Although the scope of the talks was not expected to include Ukraine, they provide a test of the seriousness of both sides in restoring their relations and working to end the war.

The meeting follows a phone call between Presidents Vladimir Putin and Donald Trump on February 12 and a high-level diplomatic meeting in Saudi Arabia on February 18.

In the short time since taking office a little more than five weeks ago, Trump has completely reversed the policy of his predecessor Joe Biden, who sought to isolate and punish Russia for its war in Ukraine.

Ukraine and its European allies worry that Trump's drive for a quick end to the conflict could lead to a deal with Moscow that alienates them and undermines their security.

The U.S. State Department said the talks in The Istanbul talks, which will be led by working-level officials, will not include any discussions on Ukraine, political or security issues, but will still be seen as a test of Moscow's intentions.

"To be clear, there are no political or security issues on the agenda. Ukraine is not on the agenda," a State Department spokesman said.

"The constructiveness of these talks will become apparent very quickly; either the issues are resolved or they are not. We will soon find out whether Russia is truly willing to engage in good faith."

Russian Foreign Minister Sergei Lavrov said the talks would focus on creating better conditions for Russian diplomats in the United States and their American counterparts in Russia.

The outcome "will show how quickly and effectively we can move," Lavrov noted. Trump has said he wants a ceasefire in Ukraine quickly, but Putin this week tempered expectations for quick progress, stressing that nothing can be achieved without restoring trust between Russia and the United States.
