The Law Committee in Parliament Overrode Radev's Veto on the Law on the Bar  - 1

The Parliamentary Committee on Constitutional and Legal Affairs re-adopted the bill for changes to the Law on Advocacy. This happened with eight votes in favor, one "against" and five "abstained", transmitted by BTA.

The vote was reached after, on September 20, President Rumen Radev returned for a new discussion in the National Assembly changes to the Civil Procedure Code, made through the Transitional and Final Provisions in the Law on Amendments and Supplements to the Law on the Bar. The President's veto is to be considered in Plenary Hall.

Parliament took away from the courts the power to determine the remuneration of special representatives and assigned them to local bar councils, the reasons for the veto stated. According to the head of state, this is in sharp contradiction with the law of the European Union (EU), which forbids associations of providers of certain services to determine their prices themselves.

We will re-vote the bill in this form, said GERB-SDS MP Georgi Georgiev. According to him, in the last two days there have been statements aimed at discrediting the Bulgarian legal profession.

Stoy Stoev from "We continue the change - Democratic Bulgaria" (PP-DB) stated that, according to his parliamentary group, texts from the draft law should be revised.

Krum Zarkov, secretary for legal affairs to the president, said that according to the veto of the head of state, some of the texts should be revised, because the consequences would be severe for the administration of justice and the image of Bulgaria. He noted that some provisions violate EU law.

According to Valya Gigova, vice president of the Supreme Bar Council (VadS), only 1% of the cases in the country have special representatives, but the plaintiffs want the special representatives of the defendant to be "shoddy", which is the great interest .
