Deputies adopted on first reading all five bills that provide for changes to the Electoral Code.
The bills are from "There is such a people", from "Vazrazhdane", from "BSP - United Left" and two from "We continue the change - Democratic Bulgaria".

ITN proposes a change in the way voter lists are prepared, a change in the type of machine voting; creation of counting commissions and postponement of the entry into force of the creation of a constituency abroad, as well as the creation of counting commissions from scratch.
The bill on amendments to the Electoral Code, submitted by “Vazrazhdane”, provides for the elimination of paper ballots, numbers on ballots and screens behind which voting is done. It is also proposed that up to 20 sections be formed in EU countries outside the diplomatic and consular representations of Bulgaria in the respective country. Changes are included regarding the criteria for selecting members of the Central Election Commission (CEC), related to their managerial and professional experience and requiring political non-alignment - lack of party functions held or active political activity for a period of three years. Another proposal is to eliminate the numbers on the ballots, leaving only the names of the parties and coalitions.
“BSP-United Left“ propose regional counting centers and active voter registration to weed out "dead souls". The BSP stated that the changes are necessary due to a number of violations in the last elections.
The two PP-DB bills also propose introducing counting centers or counting commissions. This will overcome a number of shortcomings, the proponents argued. Another proposal is to return the machine protocol. To introduce a new type of scanning machines for scanning ballots and thus result in a smaller number of invalid ballots. The manner in which the members of the CEC will be elected is also among the PP-DB proposals. Another idea is related to updating voter lists.
