The European Centre for Transport Policy (ECTP) has submitted an official proposal to the Prime Minister, the Minister of Regional Development and Public Works, as well as to a number of non-governmental and industry organizations, requesting a review of the planned increase in vignettes and tolls in Bulgaria. Our position is that before any increase, the existing problems in the toll collection system must be resolved in order to ensure fairness and efficiency.
This was announced by ECTP.
Our main proposals:
Preserving vignettes for individuals – In the context of the current economic situation in the country, we insist on maintaining the current prices of vignettes for individuals in order not to increase the financial burden on households.
Moderate increase in vignette fees for legal entities – We believe that company cars that carry out business activities and generate income should pay higher fees, thus ensuring a fairer distribution of the burden.
Postponement of the increase in toll fees – The toll system in Bulgaria continues to have technical problems that lead to unfair sanctions for carriers and losses for the state. Before increasing fees, reform must be carried out and control improved.
Use of existing mechanisms to improve collection – We propose integrating the environmental sticker as an identifier for cars, which will allow for more precise control over the payment of tolls and minimize the possibilities for circumventing the system.
We call for public discussion
Our proposal has been sent to key institutions and organizations with a request for opinions. We insist on a transparent public debate and a detailed consideration of possible alternatives before final decisions are made.
ECTP will continue to monitor the development of the topic and engage in expert analysis and proposals aimed at building an effective and fair system for managing road fees in Bulgaria.
