The Kosovo parliament was not constituted again at the ninth continuation of its constituent session, which began on April 15, the news agency "Economy Online" reported, quoted by BTA.
The reason for its suspension this time was disagreements over the manner in which the vote for the speaker of the parliament would be held. The interim speaker of the Kosovo parliament, Avni Dehari, proposed that the vote be held in secret in order to avoid pressure on the members of parliament and to ensure that the work of the parliament would be unblocked.
This situation came to this after the left-wing nationalist "Self-Determination" Movement, which won the parliamentary elections on February 9, (LVV) of the former Prime Minister Albin Kurti proposed the resigned Justice Minister Albulena Haxhiu for the post six times and her candidacy did not gather the necessary 61 votes in the 120-seat Kosovo parliament in any of the votes. The opposition described Haxhiu as a "divisive figure" and refused to vote for her. Some of the opposition parties proposed that compromise figures from "Self-Determination" be nominated for the position of speaker, around whom all parties could unite.
The second, third and fourth forces after the February 9 elections - respectively the center-right Democratic Party of Kosovo (PDK), the center-right Democratic League of Kosovo (DSK/LDK) and the coalition around Ramush Haradinaj's right-wing Alliance for the Future of Kosovo (AAK/ABK), which were in opposition in the upper house of parliament, strongly opposed the secret ballot for the speaker of parliament. They were joined by the largest Kosovo Serb party, the "Serbian List", with the four political entities calling the secret ballot a violation of the Kosovo constitution and warning that if it is introduced as a procedure, they will take the matter to the Constitutional Court of Kosovo.
PDK leader Memli Krasniqi said his party would not participate in a vote that is against the rules of the Kosovo parliament, and accused "Self-Determination" of trying to cover up the lack of support for its candidacy.
"This has never happened in parliament," he said.
DSK MP Hykmete Bajrami and other MPs from her party called Kurti's party's actions "unilateral and unconstitutional".
Time Kadriyaj of the ABK described the situation as a "circus" and stated that her party does not want to participate in such a process.
The chairman of the INITIATIVE (NISMA) party, Fatmir Limaj, which won three seats in parliament, stated after the failure of the ninth extension of the constituent session that the establishment of the Kosovo parliament and the formation of a government are impossible without a prior political agreement that would guarantee a parliamentary majority. He expressed hope that such an agreement would be reached soon.
If the constituent session is adjourned, its continuation should take place after 48 hours. The next, tenth continuation, is scheduled for May 3 at 10 a.m. local time.
