An engineer I know, from this disappearing breed, without which nothing happens, best illustrates the problem of the Borisov - Peevski model. Here is his example - a project order for something. About 7 thousand BGN. He tells me that I used to do it until now, but they gave me 1000 BGN of this money. Up at least three mediators - from those who strengthen the power of GERB and Peevski. Well, I'm fed up - I have enough work, and they started asking me - if we'll give you a little more. Because everyone up the chain depends on the doer, and the problems are over. That's why they block many orders - those "engineers" who do the work below are tired of them, there are fewer and fewer and the "intermediaries" who are the lifeblood of the Borisov-Peevski model are in a panic. They can't work because they don't have qualifications, and they're used to politicians making money through loyalty and talking, not through gossip and projects with added value. Notice, there is more and more money for projects, but this whole pyramid is supported by a decreasing number of working "engineers" who don't care because they have more and more work. It's the same with companies - who, until recently, with 40 percent of the project money, had to do 100 percent of the work. Both the money is insufficient, and those upstream leave them with all the responsibility before the prosecutor's office and society. And they tell me - forget it, I do not participate in public procurement for any projects.
Carried up the chain - both Borisov and Peevski cannot rely on the one below, on the bees. That is why they have clung to power, with the clear awareness that they cannot produce governance and their usefulness to society is becoming more and more illusory. And the problem is not only in Peevski - the "monkeys" the /political tariqats/ of the branch, and the workers increasingly aware.
And if the chairman of the National Assembly receives this again, nothing will change, because the next official government will be the president's - and there will be no Ilkovites and Stoyanovites there. That is why I recommended to PPDB to encourage GERB to implement a government with the first term, without supporting them, but with the formula /good things we will support/. After that, they should allow GERB to use up its entire mandate /they will return it immediately/, take theirs and implement it through negotiations.
