Dimitar Glavchev tried to justify the fiasco with the 2025 Budget using my name. His statement is brazen, incompetent and untrue. This was said to journalists in parliament by the co-chairman of "We Continue the Change" Assen Vassilev, quoted by novini.bg.
"Look at the three-year forecast for the 2024 Budget. And more specifically: what is happening under the “Personnel” heading. It certainly does not increase by 35%. There is no legislation that says, for example, that salaries in the Council of Ministers should increase by 30%. The legislation that was adopted with the Law on the Ministry of Internal Affairs has a negative opinion from me as the Minister of Finance, as well as from “Continuing Change - Democratic Bulgaria”. We warned then that this could “explode” state finances. There is no legislation that would have forced Mr. Glavchev and his Finance Minister - Lyudmila Petkova, to do such things in the budget”, the former Finance Minister emphasized.
He managed to explain things in only one way: the budget was written indirectly by Delyan Peevski in order to give money to the security structures and the state administration, and this was done in violation of one of the most essential rules of the budget.
“In all the years: 2021, 2022, 2023 and 2024, all budgets and updates have not allowed to violate the rule that no more than 40% of the gross domestic product (GDP) should be spent. For the first time in Budget 2025, in order to give some money to the security forces and the administration: this is money 15-20% above inflation, to be spent non-transparently, without it being clear what it will go for, as a “black box” in the budget, all these expenses have been inflated and the 40 percent rule has been violated. In order to give money to the security forces and the state administration, Glavchev and Petkova have violated a significant rule of the budget”, explained Asen Vassilev.
"Mr. Glavchev may not know what decree he signed on November 22, but this is a decree approving additional expenditures under the budget of the State Fund “Agriculture”. That is - money for agriculture. Their total value is 125 million, with the funds being taken from the “Science” Fund - 33 million leva, the “Education” Fund - 5 million leva, as well as from the “Healthcare” Fund for organizational and financial support of Bulgarian citizens for carrying out assisted reproduction activities - 2 million", he explained to the acting prime minister.
