Former Acting Deputy Prime Minister and Minister of Finance Lyudmila Petkova has been appointed as Director of the State Financial Inspection Agency (SFI), a check on the institution's website shows. The director of the agency is appointed by the Minister of Finance.
Petkova was appointed as Deputy Minister of Finance, but by order of Prime Minister Rosen Zhelyazkov she was dismissed from her position on February 4.
Lyudmila Petkova holds a Master's degree in Economics and Trade Management from the University of National and World Economy in Sofia. She has specializations in International Accounting Standards from the Institute for Postgraduate Qualification at the UNWE and in European Law and Administrative Practices from the New Bulgarian University. For 15 years, he has worked at the National Revenue Agency, holding various expert and management positions, including Deputy Director and Director of the Department of "Large Taxpayers and Contributors" and "Medium Taxpayers and Contributors" - Sofia.
Since April 2010, he has been Director of the "Tax Policy" Directorate at the Ministry of Finance. In 2013 - 2014, September - December 2021 and August 2022 - June 2023, he held the position of Deputy Minister of Finance with responsibility for budget, taxes, the National Revenue Agency, the "Customs" Agency and the "Tax Policy" Directorate at the Ministry of Finance.
He has been a member of the Supervisory Board of the NHIF twice, and in the period 2013 - 2014 he was also its Chairman. He has many years of international experience related to the activities of the working groups and committees of the European Commission, the Council of the European Union and the Committee on Fiscal Affairs of the Organization for Economic Cooperation and Development.
The previous director of ADFI was Georgi Yordanov. He was appointed on April 22, 2024 by the then Deputy Prime Minister and Minister of Finance Lyudmila Petkova, who is now taking over from him.
ADFI is an administration under the Minister of Finance, established in 2006 after a large-scale reform in the field of State Internal Financial Control (PIFC). The main objective of the Agency is to protect public financial interests by carrying out subsequent financial inspections for compliance with the regulatory acts governing budgetary discipline, financial and economic or reporting activities of organizations and individuals within the scope of its activities.
ADFI is the institution that performs a sanctioning function when detecting violations - reveals damages caused and brings the guilty persons to administrative-criminal and property liability. It is also a competent authority that implements administrative-criminal liability in the field of public procurement. An essential task of the State Financial Inspection is also the identification of fraud and violations affecting the financial interests of the European Communities. The main principles of the activity are the principles of legality, objectivity, official duty and confidentiality.
