It was Ivan Demerdzhiev who signed the contract for the personal documents system. And according to his statements, everyone before him and after him, without him, is to blame for the situation. This was stated to BTV by the former Minister of Internal Affairs Kalin Stoyanov regarding the last words of Ivan Demrdzhiev.

We recall that Ivan Demerdzhiev, as acting minister in 2023, signed an additional agreement to the contract with the contractor, which increased the value of the project by about 1.4 million leva. He argued this with the need for price indexation due to inflation and project delays. ​Kalin Stoyanov, the successor to the post, claims that the agreement was signed without the necessary coordination and in violation of the law. He filed a report with the prosecutor's office after internal audit and the State Financial Inspection Agency found violations. ​Last week, the prosecutor's office charged Demerdzhiev with mismanagement on a particularly large scale. ​He denied the charges and stated that the actions against him were politically motivated, related to revelations of corruption and smuggling. ​Stoyanov rejects these allegations and emphasizes that he acted in accordance with the law. ​

"You can't just index everything with indexations for some of the activities that should be indexed."

"Why is Demerdzhiev signing this contract two days before he leaves his post? Whoever was the minister before, he will initiate an inspection, this is scandalous. We are talking about 81 million leva. two days before he left the post," Stoyanov said.

"The contract was in effect and had to be paid, there were no negative reports", he also commented on the implementation during his mandate.

"Ivan Demerdzhiev lied. This contract, for new Bulgarian identity documents, was not a guarantee for Schengen", the former minister added.

I am commenting on the agreement in question in general - there were, I assume, expert reports, interrogations of witnesses were conducted, which prove what the damage would be, he said.

And he added that he had done his job by filing a report with the prosecutor's office.
