Kiev and Washington have agreed not to take into account the aid already provided to Kiev as debt in the agreement on the joint development of Ukrainian mineral resources, said Ukrainian Prime Minister Denys Shmygal, who was on a visit to the US capital.

„An important meeting with US Treasury Secretary Scott Besant, where a separate topic of conversation was the agreement between our countries“, Shmygal wrote on his Telegram channel. „An agreement was reached that the document would not take into account the aid provided before its signing“.

The prime minister did not specify how Ukraine intends to satisfy the US request for compensation for the assistance provided to it.

According to Shmygal, Ukraine has fully secured financing from international partners for 2025, including covering a deficit of $39 billion. According to the prime minister, during his visit to Washington for the spring session of the International Monetary Fund (IMF) and the World Bank, “partial agreements“ for 2026-2027 on assistance to Ukraine were reached. The main sources of future assistance should be the IMF program, the EU plan for Ukraine and proceeds from frozen Russian assets, Shmygal added.

On April 17, Ukraine and the United States signed a memorandum within the framework of a future agreement on mineral resources, which recorded the parties' intention to create an investment fund.

As explained by Deputy Minister of Economy and Trade of Ukraine Taras Kachka, the draft agreement does not contain any indications of Kiev's debt to Washington, but provides for a mechanism for compensation by the United States for assistance provided to Ukraine.

The latest version of the draft agreement on minerals, which the United States and Ukraine are working on, requires Kiev to compensate for assistance in the amount of more than $120 billion. Zelensky admitted on April 24 that Ukraine has received weapons and other assistance from the United States worth at least $105 billion, although he previously indicated a smaller amount. Trump said on April 25 that Ukraine has not yet signed an agreement with the United States on mineral resources and expressed hope that it will be concluded soon.
