The Capital Municipality will grant a loan of BGN 15 million to the capital companies Autotransport and Elektrotransport to improve working conditions. This was reported by the BNR.
Like a "bottomless pit" determined the city transport and the granting of the new loan, the municipal councilor from PP-DB-"Save Sofia" Simeon Stavrev. He signaled vicious public procurement in Avtotransport, one of which is for the supply of natural gas through an intermediary, although the company has a license and can buy gas without an intermediary.
In his words, the public order for the purchase of gas is worth BGN 40 million, and the intermediary would take BGN 2.5 million.
While there is no explanation as to why this happens, Stavrev maintains the thesis that "through an intermediary we lose money".
In connection with the repair of the City Transport depots, the municipal councilor commented that "they are in a deplorable condition".
"The question is whether we are not turning Avtotransport into a cash cow, where some money is constantly sinking,", Simeon Stavrev expresses his concerns. And offers – instead of giving BGN 2.5 million to an intermediary, it should be used precisely for the repair of landfills.
There are other "interesting" public procurement – for example, for a gas compressor in the garage in "Druzhba" for BGN 1,200,000, which did not go through the Municipal Council, he also points out.
"They have released 4 more public orders for parts for the buses. Want to place a bet on who will win them? Because I know who will win them. Each of these orders will be won by a specific company importing these parts. One is a non-accidental person."
In the division "Friendship" there are three gas compressors, two of which were produced a long time ago and are extremely depreciated, argues the acting director of the Autotransport Stiliyan Manolov, who was heard in the Transport Committee of the Metropolitan City Council.
The current state of the gas station in "Druzhba" is unsatisfactory, he thinks.
Regarding the public order for natural gas, Manolov notes that the possibility of using a larger amount of gas due to the purchase of an additional 45 second-hand buses has also been taken into account.
Stolichnica Avtotransport, although it has a license, does not have the capacity to carry out this activity independently, he emphasized at the hearing in the committee.
"Some of our employees lack basic internet knowledge, you want them to trade on the stock market. This is frivolous. Why we got this license I have no idea. We are a transport company, we are not brokers, we are not traders."
"This license was recently acquired, but it has neither the administrative nor the technological capacity to carry out this activity,", the Chairman of the Transport Commission Ivan Takov also points out regarding the possibility of the company implementing the activity without an intermediary.
