The activation right now in the case of "Opalchenska" is more political than in the benefit of the people.
This was told to the Bulgarian National Radio by arch. Ivan Shishkov, former acting minister of regional development and public works and former architect of the capital region "Triaditsa".
"At one point this inspection was carried out and no one realized that it had been carried out. ... The point is that for an object that is emblematic, the inspection should be done publicly so that there is no doubt whether you are making a political attack or not. Because when you do it quietly, the other side says that it is a political attack. Everyone keeps quiet and at a convenient moment for someone, all these studies that have been done come out", he added.
In the words of arch. Shishkov, from a purely technical side, the Sofia Municipality should thank the DNSK for having made an inspection and having established that there are poor-quality materials:
"It is logical in this case that there should be one side, which is the institutions that work for the benefit of the people, so that they make all repairs of higher quality. ... DNSK can stop it, but also issue a prescription. At the moment they are also stopping the repair of the tram route, we need to approach it more flexibly and in the interest of the people".
The company that is the builder of the repair of the yellow paving stones is now also the builder of "Opalchenska" street, Ivan Shishkov pointed out and commented:
"This project of "Opalchenska", which is being violently attacked by the municipal councilors of GERB, let it be known that it was adopted in the last year of the GERB government in Sofia. That is. they are attacking a political project that they had previously approved technically".
According to him, it is good that Mayor Vasil Terziev has started building this part of "Opalchenska":
"For me, the failure of GERB's governance in recent years is that it did not build the main rings of Sofia. This part of "Opalchenska" is part of one large ring of Sofia".
In the program "12+3", arch. Ivan Shishkov emphasized that the entire guild of architects is disturbed by Mayor Terziev's attitude towards the chief architects:
"The day the chief architect Zdravko Zdravkov was removed was the same day when the first court decision was issued, confirming the election for mayor of Sofia. Whether there is a coincidence or not, everyone will judge, I am obliged to remind you. After Zdravkov left NAG, people were fired - extremely high-quality professionals. That is, he (the mayor) bled his own structure, without knowing what he was going to do with it. ... Now he has a problem because the DNSK says that there are technical problems, he has no decision on what to do. Among other things, he takes away the powers of the chief architects to approve Detailed Development Plans. This is permissible from a purely legal point of view, i.e. the mayor is the person who approves the PUP, but the practice in the Sofia Municipality has always been for the chief architect to approve them with authority, because the logic is that the mayor appoints the chief architect and should trust him. It turns out that you remove the previous chief architect without knowing who you will put in his place. And architects are starting to turn around, because the law allows for up to 6 months for the temporary one, but the city is starting to suffer because there is no common vision. ... Everyone is only talking about politics".
If the Sofia Municipality does not look into the mistakes of the GERB government, they will also be punished in the future
