Assoc. Prof. Petar Cholakov: Filling the regulators does not give rise to great optimism - 1

Filling the positions of the regulators in the way in which the political system functions in Bulgaria does not give rise to great optimism that individuals who are experts and who enjoy public trust will be elected, and everything will be related to party interests, which is visible in the way in which the SJC and the judicial system in general function. Political interests are enormous and the question is whether the deputies will manage to agree on their choice of members of the regulators. This was said in the program "Bulgaria, Europe and the World in Focus" on Radio "Focus" by sociologist and political scientist from the Institute of Philosophy and Sociology of the Bulgarian Academy of Sciences, Assoc. Prof. Petar Cholakov.

"These are decisions definitely in the interest of the politically powerful figures of the day. This was the decision to remove Mr. Geshev, when the Prosecutor General started asking uncomfortable questions about Peevski and Boyko Borisov. Then, thanks to the PP-DB, this change was made. Mr. Sarafov came, who is now also not liked by the same formations in parliament. So this shows us how these regulators function and why these positions have not been filled for a long time, for years in some of the regulators. And most likely, the regulators will be filled with a new portion of well-fed and very loyal people.“

To a large extent, whoever holds the regulators holds the power, Assoc. Prof. Cholakov, considering the political and party crisis in Bulgaria, the difficulty in forming governments or the short life of regular ones, as well as the heterogeneity of the current cabinet, any problem can lead to a rift between the political parties in it. "From there on, they leave, the regulators stay, and they make key decisions. Because the judicial system has become a special and key instrument for solving political problems in Bulgaria. And this is very serious," he said, adding that this applies to the Financial Supervision Commission to the same extent, since for years there have been "our" and "your" companies.

According to him, the government's coalition formula will be subjected to many stress tests, the first of which is the adoption of the state budget. "The interest of the ruling party is that there will be no early parliamentary elections, but if they start to disappoint the voters too much, because this is a formula that for several political parties inside there is no way their voters can swallow and tolerate for a long time, from then on the threads of this government will very quickly begin to unravel," he believes.

Assoc. Prof. Cholakov expressed the opinion that those who will most likely suffer from their participation in this government are the BSP and the ITN. There will be no negative impact on Borisov and GERB, and Dogan's MRF will not suffer in any way, since their interests are to keep Peevski out of power, he added, but according to him, Peevski is also in power, as Borisov's hidden partner, with whom they have some kind of parallel contract. "We will yet see what scenarios will play out on this track. This is a government that is in many ways a manifestation of exceptional political opportunism, not to say bigotry, and there is absolutely no principle in it.“

"If we have to think from one point of view, the maximum victory of political opportunism, of cool nerves and calculations, the politicians should be able to fill their vacancies in the regulators, which is in their interest. They will of course accept the budget, because this is also important in distributing the money for "our" and "foreign". And from then on, "whatever the sword shows". But it is possible, that seems to be the logic of the situation, that they can at least hold out to do this, and if it comes to early elections, we can have elections in June.“
