The Association of Industrial Capital in Bulgaria (AIKB) categorically opposed the Law on Providing Financial Support to Household End-Users of Electricity, adopted by the National Assembly. The organization expresses particular concern about the provisions in Article 4, which oblige electricity distribution companies to reimburse the state for state aid paid to the state.

According to AIKB, this legal measure sets a dangerous precedent that undermines the business environment and violates the basic principles of the rule of law. The association defines the law as “an attempt to transfer state obligations to the private sector without economic and legal justification”.

“The forced assignment of costs to private companies without any compensatory mechanisms in place violates basic market principles and creates uncertainty for all economic entities”, the AIKB states.

The employers' organization warns that such legislation sends a worrying signal to investors - both local and foreign. According to AIKB, this approach will inevitably lead to an outflow of investments and will harm the long-term stability of the Bulgarian economy.

„If today the state transfers its social policy to electricity distribution network operators, which industries will be affected next?", AIKB asks, adding that such an approach places all employers in a situation of uncertainty, creating the possibility of arbitrary financial burdens on every business sector.

The association insists on the immediate repeal of the provisions of Article 4, which affect electricity distribution network operators. The organization calls for a clear commitment by the legislative and executive authorities to a predictable and fair regulatory environment that guarantees the protection of investments and business rights.

AIKB states that it will continue to defend the interests of employers and the industrial sector in Bulgaria, and will not tolerate laws that create legal uncertainty and impose unfair burdens on the private sector. The association insists on transparency, dialogue and economic reason in the formation of legislation, which has a direct impact on the country's business and economy.
