A complete declaration of the elections as illegal cannot be ruled upon, since the Constitutional Court is concentrating its examination on only one part of the polling stations, namely 2204 polling stations. Depending on the results of the recalculation of the election results by the CEC - I assume that within today's day the Constitutional Court will announce a decision. With it, it will say what it considers illegal and will order the CEC to declare other members of parliament elected, if it comes to that.

This was stated in “Hello, Bulgaria” on "Nova TV" by the Constitutional Law lecturer Prof. Plamen Kirov on the case of the legality of the elections for the 51st National Assembly and whether there will be changes in the composition of the parliamentary groups.

And he emphasized that probably, after "the protocol is submitted to the SIC and it arrives at the Regional Election Commission, then the ballots on the way to the relevant municipality, the building of the Municipal Administration, disappear. The goal is clear - to prevent the possibility of retroactively checking what is written in the protocol and comparing it", he is categorical.

In his words, it is very difficult to determine what the exact election result is according to the protocol because of "the many corrections and blemishes made by the SIC". "The only way to see the result is to open the bag, count the ballots and see if there is a correspondence between the ballots and what the SIC recorded", said Professor Kirov.

He also commented on the empty sacks of ballots found during the recount of the ballot papers in seven sections. "On what basis is the protocol drawn up? On ballots found. If the protocol is not accompanied by ballots that certify that there is identity of the data, i.e. the number of ballots corresponds to what is reflected in the protocol - how can you announce an election result based on a protocol without ballots? I do not understand the logic. The bearer of the vote is the ballot, not the protocol of the Section Election Commission. It can be seen in some box that there are ballots. Okay, why didn't they provide the Constitutional Court with the box with the ballots? Since there is a box with ballots, why didn't they provide it? Because they can't fit in the box. They have to be in the sack together with the protocol. And in the sack there is a protocol, there are scissors, there is a lighter, a flashlight, but there are no ballots," he explained.
