“I clarified the causes of the accident at the first inspection - almost 99%“. This was said in an interview for the program “Face to Face“ on bTV by Prof. Stanimir Karapetkov, chairman of the Union of Independent Automotive Experts in Bulgaria, about the accident on March 31 near Telish, in which 12-year-old Siyana died.
Prof. Karapetkov conducted two inspections of the accident site, the second – today.
The second inspection was related to technical calculations to prove to the investigators that the expertise is justified and accurate.
„We inspected one of the vehicles involved - a „Mercedes“ tractor, or the trailer - to see if there were any technical malfunctions. A vehicle may have defects, but they may not be causally related to the accident. Today we have established some data and I can draw conclusions that help me to draw a conclusion. I cannot say anything because it is part of the investigative actions,“ explained the expert.
According to him, the most common cause of road accidents - 95% - is the human factor - the behavior of drivers.
„Technical malfunctions are below 1%, especially with the new car fleet. Infrastructure is a prerequisite for the occurrence of road accidents. Based on this infrastructure, it sometimes happens that accidents on a given section are highly concentrated – this is the problem“, added Prof. Karapetkov.
According to him, a Law on Experts is needed, but it will be difficult to draft because it requires changes to many other laws.
