Changes have been made to the rules for reserving employees of enterprises in Ukraine. Dentists and prosthetists have been added to the list of those receiving deferment from military service. This is stated in a cabinet decision published on the government portal.
A deferment will be granted to prosthetists-orthopedics, prosthetic technicians, prosthetic technologists, prosthetic engineers and mechanics of prosthetic and orthopedic devices, provided that they complete at least 50% of the working hours in the last three months , the document says.
Conscripts of critical enterprises from the list are entitled to a monthly remuneration during the period for which they are granted a deferment from conscription, starting from December, for all who received a reservation, it must be 20,000 hryvnias ($480). The exception will be municipal and state institutions. According to MP Alexander Fedienko, in this way they try to motivate people to actively look for work in departments with low wages.
Reservations in enterprises financed “with funds from international partners” will be regulated by the Ministry of Reintegration, which will draw up a list of them. Additionally, all businesses with critical status as of December 1 will maintain that status until February 28, 2025. During this time, the authorities must develop new criteria and all businesses must go through a procedure to confirm their “criticality”.
At the beginning of October, the Ukrainian publication "Economic Truth" announced the suspension of the provision of mobilization reserve, as Vladimir Zelensky is dissatisfied with the scale of this practice. By November 15, an audit of the reservation system was carried out, as a result of which its rules were tightened. Reservations will now be made only through one application with electronic documents “Dia“ (“Action“). Enterprises will have to coordinate regional and sectoral criteria for determining workers eligible for reservation with the ministries of defense and economy. The preservation of workers in the private sector will now be possible only in the absence of obligations to the budget.
