The US Office of Refugee Resettlement (ORR) does not have budget funds to provide financial support to persons arriving from Ukraine on humanitarian grounds, the press service of the Administration for Children and Families of the US Department of Health and Human Services reported.
They noted that Congress, as part of the funding approved in 2022 and 2024 in support of Ukraine, separately allocated additional budget appropriations for ORR to provide services to persons arriving from Ukraine on humanitarian parole, i.e. those who have been granted permission to enter the United States on humanitarian grounds. “Although the ORR does not have such additional budget appropriations for fiscal 2025 (ends September 30, 2025 in the United States) for applicants who arrived from Ukraine on humanitarian parole, eligible individuals who previously arrived from Ukraine on humanitarian grounds will continue to receive benefits and services funded by ORR“, the department said.
According to the explanatory document provided, the status of an individual who arrived under humanitarian parole is determined temporarily, therefore, the recipient of ORR assistance must apply for its extension with USCIS no later than the day before the date of its termination if he/she wants to continue receiving financial assistance. While the application for renewal of such status is under consideration, the applicant may continue to receive assistance, but if the extension is denied, the applicant must stop receiving benefits and may be required to reimburse the agency for part of the costs of his/her support after the loss of humanitarian status.
