How stable is the ruling majority… This is becoming an increasingly relevant question, after “Democracy, Rights and Freedoms“ has already said several times that there is no good communication in the governing council. Who has what role… Myumyun Myumyun, a member of parliament from “Democracy, Rights and Freedoms“, spoke in front of FACTI.
- Mr. Myumyun, what is the role of “Democracy, Rights and Freedoms“ in the government. Are you an opposition in the cabinet or...?
- This question should be asked to GERB-SDF, BSP and ITN, but let me answer you as well. We are by no means an opposition. We are part of the parliamentary majority and participate in the Joint Governance Council (JGC). Currently, the JGC is the most important collective body in the country, in which decisions are made concerning legislative activity in the parliament and the governance of Bulgaria through the Council of Ministers. Thanks to the parliamentary group of the DPS - the DPS is a fact of the “Zhelyazkov” cabinet.
- Who is pulling your strings. We hear this mostly from the DPS -New Beginning?
- There is no way that anyone can pull our strings. The people in the authentic DPS are those who opposed being "puppets on strings". This suggestion is made by parties and people who have nothing meaningful to say and are scheming, considering this to be normal in politics.
- How do you see your role in supporting the cabinet – only as votes or as a request for positions?
- We want shared responsibility and to respect item 3.4 of the Agreement, where it is clearly stated that the appointments of deputy ministers, regional and deputy regional ministers are appointed after approval in the SSU and not all parties can make proposals. For this reason and on the recommendation of colleagues from other parties, we made our proposals. But as you can see, there is no result.
We support this government with the necessary number of votes and it is normal to have participation in the executive branch in the relevant places with the relevant experts. We agreed on this before the formation of the parliamentary majority and we adhere to it. We have the necessary expertise to contribute to the good results of the “Zhelyazkov” cabinet. In times of a number of crises that we are experiencing, we must make joint efforts to solve them.
- The ITN's reproach to you is that you only want posts. What posts are we talking about…
- It is very important that the SSU works in the true sense. Believe me, if this happens, there will be no tension between the parties that participate in the majority. The party that has the greatest coalition experience is ours and there is no way that we can be the politicians with whom they cannot get along. We have talked about posts because that is what they expected from us. They wanted proposals and we made them with the expectation that they would happen. Then they started making excuses and delaying specific appointments. And it is quite normal for us to be concerned and to expect the fulfillment of this commitment, accepted by the participants in the SSU.
- You said that you are in this government so that the state is stable, so that there is a budget and also so that the “Peevski “ model is dismantled. Are these views of yours being fulfilled?
- We are experiencing a number of crises. There must be a regular government that works to solve the problems and to create a better environment for the life and development of citizens. We have been saying this before and after all the elections that we have held in the last 4 years and this has not changed. We are concerned about the municipalities, their development, for pensioners, for business, for education, for healthcare, etc.… The thesis that we do not want elections and support the government at all costs because we need time to stabilize our structures is frivolous. If elections are held now, we will increase the number of our mandates significantly, but that is not the most important thing. 20, 25, 30…40 mandates, it does not matter at all. It is important to learn to respect each other, to listen to and respect the voters of other parties and their choices. Only then will we be able to do something good for the country and be remembered for the deeds we do. What is happening now is exactly the opposite. The faster we correct ourselves, the better. There must be a government, there must be an adopted budget (possibly the best one), but bad practices must also be stopped. When we talk about the “Peevski ” model, we mean exactly this. Bulgaria needs transparent governance - without backstage. Fair and transparent elections, good dialogue. Let us not forget that the foundation of this government is the “cordon sanitaire” around Delyan Peevski. We all united around this and set out to dismantle this model.
- The state budget is being voted on. Is it feasible?
- We hope it will be implemented. Whether it is feasible depends on the work of the Ministry of Finance and its revenue units. If the estimated revenues are fulfilled, then there is no reason not to implement the budget in its expenditure part and as a whole.
- The ruling party and the opposition - represented by the MRF - NN, support the budget at first reading. What do you not like? Each parliamentary group in the National Assembly can vote as it sees fit. In this sense, what is the problem?
- There is no logic in the opposition supporting the budget of the ruling party. In previous years, I have heard many times from long-standing MPs that this is a political practice and that the budget of the ruling party should not be supported. “New Beginning“ even says that they will have proposals between the first and second readings. This means that they do not approve the current draft budget. Why do you support it then? Again, there is a tactic of suggestion and political intrigue. I do not believe that there is any other reason for any of the coalition partners to have requested support from “New Beginning“. If any party does this, it will be the end of it. The voter will not forgive them.
- You want the resignation of Kostadin Angelov as chairman of the Joint Management Council, because…
- We requested the replacement of the chairman of the Joint Management Council, because he does not manage the council effectively and makes suggestions, and this is very dangerous for the existence of this cabinet. GERB and the other parties should not be surprised here. Prof. Angelov is a very good specialist, but managing a coalition council in such a complex configuration requires different qualities and approach. Nothing personal. Let someone else take over.
- You support the governing majority. If you are not asked to implement the policies set out in the budget, what comes next…
- We will be asked or there will be no way to implement the policies set out in the budget. We are in this governing majority so that there is stability in the state. That is exactly why we were invited by the mandate holder GERB-SDF. We are a predictable partner and we know that the state needs a regular budget and a regular government, and we behave in a statesmanlike manner, providing support for this.
