As experts, we have a request from the Constitutional Court before the court's ruling not to give statements on the case. Only based on 2200 sections to talk about the result - as strange as it may sound, it is possible. When a party or coalition that participated in the election process has filed a request with the Constitutional Court, challenging the legality of the elections, then this force has assessed in which sections there are problems. Such is the procedure before the Constitutional Court. It is not possible to simply claim that the elections are unfair. This was stated by the former chairwoman of the Central Election Commission (CEC) and expert of the Constitutional Court in the case of contesting the results, Ivilina Aleksieva-Robinson, on Nova News.
Regarding the idea of having a body that would verify the fairness of the elections based on a certain percentage of sections - an audit of violations, she emphasized: “It is not only necessary, but it is also an established international practice. It is proper that after the elections there should be rules established by the EC to conduct an audit of a sample of the sections, in order to assess not only whether the votes were counted correctly and where the error and the reason for it are, but also to see in the bags whether other rules have been violated. Thus, the next elections will be held with greater public trust.“
She does not believe that the ballots from seven sections can “disappear“: “After the Constitutional Court's decision, the competent authorities - the Ministry of Interior, the investigation, the prosecutor's office, based on these facts and circumstances, will conduct their investigation. In my opinion, there is a criminal act. Mistakes also happen - for example, providing another bag, but the Constitutional Court requested the missing bags a second time and they were not provided the second time.“
“I regret to state that the submitted proposals for amendments to the Electoral Code - 6 in number, do not address these significant problems. These proposals are ill-conceived.“
As an example, she gave the idea of using data from the National Statistical Institute, which she said is not as reliable, instead of from the GRAO.
“For a long time we insisted on a neutral administration, and now the proposals are in the opposite direction. This leads to greater politicization of the CEC,“ she also said.
