Lawyer Mincho Spasov files a complaint with Acting Prosecutor General Borislav Sarafov about the murder of Bulgarian Captain Marin Marinov on March 19 this year on the territory of Israel and a request to initiate criminal proceedings to unravel the crime. He announced this himself on his Facebook page.
A copy of the report has been sent to the UN Office for Humanitarian Affairs and the Israeli Ambassador to Bulgaria.
In his report, the lawyer states that this is a qualified case of murder of an employee with international protection under Art. 116 of the Criminal Code of the Republic of Bulgaria.
„On March 19 at around 11:30 a.m. On the territory of the State of Israel in the city of Deir al-Balah (Gaza Strip), the commander of an Israeli army tank operating in the area fired at the accommodation of UN employees, which is well known to all parties to the conflict in the Gaza Strip.
The projectile killed the UN employee and citizen of the Republic of Bulgaria from the city of Yambol, Captain Marin Marinov. Since, according to international legal norms, the State of Israel is not in a state of officially declared war with another state (due to the absence of a Palestinian State or the states of Hamas or Gaza), military personnel do not enjoy immunity from taking human life. Even more so when this concerns the murder of UN employees who enjoy international protection.
Art. 5 and 6 of the Bulgarian Criminal Code categorically determines its applicability for the prosecution and punishment of foreign citizens who have committed crimes against Bulgarian citizens and against humanity, even if they were committed abroad.
In connection with the above, I refer you to the initiation of criminal proceedings, within the framework of which the leaders and direct perpetrators of the operation to murder the Bulgarian citizen Marin Marinov, which took place on May 19, 2025 at 11:30 a.m. in the city of Deir Al-Larah on the territory of the State of Israel, will be identified and punished.
In conclusion, attorney Spasov expects to be notified of the measures taken by the Acting Prosecutor General of Bulgaria.
