Four institutions begin monitoring of producers and traders of excisable goods  - 1

Large-scale control actions in tax warehouses and wholesale trade sites with excisable goods begin today by order of Prime Minister Rosen Zhelyazkov. The joint actions of the “Customs“ Agency, the National Revenue Agency, the Ministry of Interior and the State Agency for National Security are within the framework of the coordination mechanism for constant control and prevention of smuggling and compliance with tax and social security legislation, announced on Wednesday by the Prime Minister, and aim at permanent control and counteraction to smuggling and the gray sector.

The four institutions are launching specialized monitoring of tax warehouses for the production and storage of liquid motor fuels, production of high-proof alcohol and cigarettes, as well as of retail outlets for the sale of excisable goods (alcohol and tobacco products). The monitoring is based on preliminary risk analyses for the relevant excise sectors and is a preventive control measure for compliance with excise and tax legislation.

The monitoring provides for 24-hour physical control of incoming raw materials and outgoing excise goods at 47 tax warehouses across the country, as well as in 18 warehouses and wholesale outlets in 12 cities. Within the framework of the joint actions, cashiers' cash registers will be compared with the amounts marked on the fiscal devices, the quantities of goods in the warehouses and what is described in the companies' information systems. The teams will also carry out full sales monitoring, and checks will also be carried out on customers at the relevant wholesale outlets. In the tax warehouses, samples will also be taken for laboratory analysis, checks of remote reporting systems and checks of excise reporting.

The scope of the coordinated actions of the institutions can be expanded with observations and inspections of additional sites.

Over 500 employees from the Customs Agency, the National Revenue Agency, the State Agency for National Security and the Ministry of Interior will be involved in the monitoring, and the work of the tax warehouses and commercial sites will not be hindered.
