This is what Sofia Mayor Vasil Terziev wrote in his statement, specifying that the Chief Architect of Sofia has issued a motivated refusal to coordinate and approve the project and issue a construction permit for the 215-meter building on "Cherni Vrah" Blvd.

"Actions speak louder than words. The Chief Architect of Sofia issued a reasoned refusal to coordinate, approve the project and issue a construction permit for the 215-meter building on Cherni Vrah Blvd.
Inconsistencies with the law and regulations have been established: The transport analysis does not prove the possibility of implementing the development. The development does not correspond to the throughput capacity of the street network to date. The project does not correspond to the working development plan approved by the Sofia Municipal Council. The number of parking spaces provided does not meet the requirements of the law.
Upon taking office, Arch. Panayotova undertook to introduce a standard of work in urban planning – based on legality, transparency and responsibility.
It is not just that the project for the high-rise building will not receive a construction permit – We are conducting a full review of the legality of the detailed development plan approved by the Sofia Municipal Council, approved years ago.
We will announce the results, as well as the planned actions, publicly. No more schemes, no more circumventing the rules.
Sofia needs sustainable, responsible and measured development. This does not mean stopping investments - it means making them according to the rules, in the interest of the city and the people.
