In recent days, the topic of the method of activating and functioning of the BG-ALERT system has caused serious controversy. We note once again that systems built with public funds, due to certain departmental or other considerations, do not work when they are in place, time and opportunity to work. This was stated by Prime Minister Rosen Zhelyazyk at the beginning of today's regular meeting of the Council of Ministers, quoted by novini.bg.
„I want within 10 days the Ministry of Interior, through Mr. Alexander Dzhartov, the Ministry of Economy, the Ministry of Electronic Governance, the Ministry of Agriculture, the Ministry of Energy, together with participants from the National Association of Municipalities, NIMH and the EA „Fighting Hail” to present a plan, and if necessary – changes to the BG-ALERT regulation, so that this system, which is built, functioning and good, can work“, he ordered.
In his words, governance is a synthesis of sharing information and systems: “There is no way to feudalize any system and have everyone keep their information for themselves. There is no way for a system that has been built to turn out that people have not been trained on how to work with it. This cannot be an excuse before either mayors, regional governors, or responsible persons involved in its functioning.“
