Different assessments are given to the first 100 management of the "Zhelyazkov" cabinet.
"People are not so interested in words, but in whether what was promised is fulfilled. A large part of the promised things have been done,", states the MP from "Ima takvi narod" (ITN) Prof. Andrey Chorbanov in the studio of "Denyat ON AIR".
He gave as an example the work of the Ministry of Transport, which managed to finalize a contract for the purchase of 35 new trains – a deal that, in his words, saved "a colossal amount of money" from being wasted. In the field of healthcare, where the contact with citizens is most direct, changes are also being reported.
"The TELK system has undergone reform – the delayed expertises, which were about 35,000, are now about 14,000", the MP notes. Prof. Chorbanov stressed that he expects the government's management program to be presented soon. According to him, it should not be temporary, but should have clearly planned goals for the entire four-year mandate.
Speaking about the political situation and support in parliament, Chorbanov touched on the topic of the so-called "sanitary cordon", which the ITN signed. He stressed that the quality of laws should be assessed regardless of the sender. "If you learn that the owner of a large retail chain is a pedophile, will you stop shopping there if the goods are of good quality?“, he asked rhetorically. According to him, the moral labels on the parties should not hinder support for reasonable policies. ITN has already submitted two bills, one of which proposes changes to the Higher Education Act. The idea is that the state should have the authority to close private universities if they do not function effectively for a long time.
"Currently, there are too many higher education institutions in our country. At the same time, there is a serious shortage of lecturers who move from university to university like Benkovski's flying squad. We work according to the old Soviet system with profiled universities - engineering, architecture, five or six specialties. This almost does not exist in the modern world," Professor Chorbanov gave an example. He added that the external admission of students - mainly in specialties such as medicine - cannot compensate for the demographic collapse in Bulgaria.
The MP also commented on the discussed idea of a mandatory matriculation exam in mathematics. According to him, its introduction is not possible in the short term, as this requires time and a normal learning process.
"Mathematics is a factor that develops thinking in all areas. Language is not what a specialist does – it is only an aid", he is categorical. Chorbanov, who comes from a family of priests, defines the subject as an opportunity to educate children in values.
"As an Orthodox Christian, I believe that we should teach children ethics and morality from an early age. If the family wants – the child can additionally learn about a specific religion", said the MP from the ITN. He is a supporter of a discipline assessment, which could be one of the few real tools that teachers have against student behavior.
"Do you know how many complaints we have from teachers that students do not follow the rules. We have a case of a parent who entered the classroom and beat up his child's classmate," said the guest. Regarding health policy, the MP points out the need to update the immunization calendar.
"Nowadays, people travel frequently and visit areas with increased epidemic risks. For me, it is mandatory that the chickenpox vaccine be included in the calendar - this is a global problem. The same applies to the cervical cancer vaccine - boys are also affected, albeit indirectly,", emphasized Assoc. Prof. Chorbanov.
