In 2023 alone, 1,602 building permits were issued in Albania, which is 12.8% more than the previous year. This figure is expected to continue to grow in 2024.

To ensure compliance with standards and regulations in the construction industry, Albanian authorities have announced measures to tighten control over contractors. For this purpose, a Disciplinary Commission will be established for the control of construction works.

The Commission will impose sanctions for violations in the construction sector, including Albanian and European standards. Its focus will be on earthquake resistance, fire protection, safety, hygiene and sanitation and energy efficiency. He will have the right to apply disciplinary measures – written warnings, recommendations for additional training, revocation of license for up to 5 years or ban on professional activity in the construction industry.

A temporary moratorium on noisy construction works in resort areas is also introduced:

  • Reduction or complete suspension of work during May holidays.
  • Complete suspension of work from June until the end of the summer season.
  • Separation of orders to reduce/stop work by the respective municipalities.

The last measure was introduced in order not to interfere with the summer tourist season. In the first half of 2024 alone, 2.3 million foreign tourists visited Albania (+38% by 2023). It is expected that in 2024 the country will be visited by more than 10 million guests from abroad.
