During the hearing, Venko Sabrutev went up to the parliamentary rostrum to make a procedure, while Natalia Kiselova drew attention to the fact that the PP-DB group had already asked a question to the Finance Minister. Sabrutev turned to Kiselova, throwing the Rules of Procedure of the National Assembly at her.

"Read to know whether a member of parliament has the right to request a procedure and how a procedure is taken. What you are doing goes beyond any norm. Last time I asked for a break, you didn't give it to us. We need to clarify again what the rules of a member of parliament are", Sabrutev said.

After Sabrutev's speech, Yordan Tsonev declared a procedure, and Kiselova warned that she could sanction the member of parliament from the PP-DB if he repeated the action, like the one with the rules.
