Yesterday in the middle of the night, the Ministry of Finance made a clumsy attempt to refute what was written in their own draft state budget, to say that there is no intention to purchase a new government plane, but there is only a need for one. This was stated in his position on "Facebook" by the co-chairman of "We continue the change" Assen Vassilev.
However, here is what is written in the budget, Vassilev also writes:
"Art. 110(1) Defines a Program for priority strategic investment projects with national financing for the period 2025-2028. with responsible institutions according to Annex No. 2, Section I.
(2) Determines a list of reserve strategic investment projects with national financing for the period 2025-2028 with responsible institutions according to Annex No. 2, Section II.
(3) The funds for capital expenditures in 2025 for the financial provision of the priority strategic investment projects with national financing under para. 1 are provided for within the capital expenditures approved by this Act in the budgets of the primary spending units with a budget for 2025.
(6) Financing of projects under para. 2 is allowed within the expenditures under para. 3, with the relevant changes being made, if necessary, in accordance with the Public Finance Act.
Art. 110 practically says that the government aircraft can be purchased within the capital expenditures. Nowhere does it say that this is just a need, and needs are not recorded in the budget, no matter how big they are."
"The purchases of a government plane and helicopter are recorded in appendix appendix No. 2", writes Assen Vassilev.
