By restructuring the Recovery and Sustainability Plan (RSP), there is an opportunity to save some of the funds. This was stated by the municipal councilor from the group of the Local Coalition "BSP for Bulgaria" Stanislav Mladenov, who is the deputy chairman of the Standing Committee on International Cooperation and Tourism, European Programs and Projects in the Municipal Assembly.
"The Ministry of Finance has already announced that they will analyze the situation under the Recovery and Sustainability Plan. It would be good to review all procedures that were financed under the RSP and have already been completed. I am referring specifically to the measures in support of business. If there are lists of reserve candidates who were not ranked, they could quickly implement projects, since they are prepared, commented Stanislav Mladenov. - Let the experts at the Ministry of Finance review the program for technological modernization, as well as for the circular economy. To assess whether they could not be quickly agreed upon and then consider whether it would not be a good idea to urgently restructure the Recovery and Resilience Plan. This way, resources can be directed to support business. This is an extravagant approach, but it is still a chance to save at least part of the funds under the Recovery and Resilience Plan, which are in very serious danger of being lost.
According to Stanislav Mladenov, the risk of public procurements that are subject to appeal is too great, given the lack of time to implement the projects. "We are currently in a situation of a very serious time deficit," he said. - Therefore, we cannot afford actions that are associated with long and indefinite deadlines for the implementation of orders. If we focus our attention on the measures for business, we may find good solutions for the implementation of part of the financial resources under the PVP. This is an opportunity that should not be missed. I call on the Ministry of Finance and all interested parties not to ignore it. The analysis there can be done quickly and through good institutional dialogue an urgent solution can be found. In this way, part of the financial resources could be saved. When it comes to measures for the implementation of private beneficiaries, for example, measures for technological modernization, there is a quick implementation of up to one year. With the quick implementation of the procedures and the conclusion of the contracts - by the summer of 2025, these projects can be implemented by mid-2026".
