Plan B could be a minority government. The opposition is quite opposed to each other. It is possible that another majority could be sought. It is unclear to me why the DB withdrew from the negotiations for a government. I have not had a specific agreement with "Democracy, Rights and Freedoms - MRF" for appointments in my ministry, they have only verbally stated such intentions. I have not seen a document in the SSU from their side. This was said by the Minister of Environment and Waters Manol Genov in the program "Offensive with Lyubo Ognyanov".
"I have not felt any tension between the partners in the coalition. I have not seen any pressure being exerted on GERB, we are governed by the rules of the agreement for joint governance. Perhaps the colleagues from "Democracy, Rights and Freedoms - MRF" are nervous that some things are not happening for them, but they still received 5 commissions", he added.
Genov shared that he has known the BSP candidate for chairman of the CPC, Rosen Karadimov, for a long time. "He is a person with a political biography, he was an advisor to Prime Minister Stanishev during the Triple Coalition. To refute that Karadimov is not a representative of the BSP is untenable. He has the support of many industries, unions and associations. These people have recognized his qualities and ability to perform the position for which he was proposed", Manol Genov believes.
He said that he does not know Delyan Peevski and has not contacted him.
Regarding the problems with water shortages, Genov pointed out that the Ministry of Environment and Water monitors 52 significant dams. "The ones for drinking and domestic water supply are of primary importance. As of February 28, the dams in Northeastern Bulgaria are not at their highest levels. The large reservoirs Kamchia, Ticha, Tsonevo, Yastrebino - are used for drinking needs, but also for irrigation - they are filled between 35 and 55%. The fact that it is snowing and raining has not affected their volumes. Their flows are not far from the drought years of recent years, so we are carefully controlling the volumes. There is no danger of running out of water on the Black Sea coast in the summer. If necessary, additional amounts of water will be poured in," the minister also noted.
According to him, under his leadership, the Ministry of Water and Environment will properly manage water resources so that there are no losses and water regimes. "The energy dams are filled to about 90% - I mean the Arda, Vacha, Tsankov Kamak cascades. These are irrigation, they are in their normal volume - the question is whether they want their quantities from "Irrigation Systems". The Ministry of Water and Environment does not manage a single dam, they are all owned by the Ministry of Water Resources, the Ministry of Environment or in the municipalities, we simply manage the water," Genov commented.
According to him, the money under the Water Resources and Environment Programme for the Ministry of Water and Environment is within the framework of 2 contracts. "They have been transferred to an operational program and the funding has been shifted to it. We are talking about funding of about 200 million. leva - designated for protected areas and habitats", he emphasized.
On the topic of increases in the administration, Genov explained that the employees of the Ministry of Environment and Water will receive a 20% increase in salaries + another 5% promised to civil servants in general.
