„CEC and the Information Service” are entering the numbers from the protocols that the Constitutional Court sent us. The CEC does not count ballots, they are counted in the sectional election commissions after elections and when there is a contestation of elections, by court order they are counted by experts or by the judges themselves”.

This was commented to NOVA by the Deputy Chairperson of the CEC, Rositsa Mateva.

Mateva stated that it is possible that, after all the numbers from the election protocols are entered, the 4% limit will be different.

According to her, the numbers recorded in the protocols are entered into a certain module, which is created by “Information Services” to the results processing system.

”It will depend on what decision the Constitutional Court will make. We must say whether there would have been changes in the distribution of mandates and the nominal composition of the parliament, and whether such changes will occur – will be clear after the Constitutional Court's decision”, added Mateva.

According to her, there were errors in 11 protocols. It was established that there was both machine voting in certain sections and paper voting in certain sections, but the machine voting was missing from the protocols. And in two sections there was a zero entry in both votes.

„The experts also found that 0 was recorded as the result of the vote in the protocols. There was also duplication in 11 protocols. The experts who were obliged to check all valid and invalid votes on one task worked with the papers from the sections with 11 sections, while the other experts who checked only the invalid ballots also worked with the papers of these 11 sections”, added Mateva.

The Deputy Chairman of the CEC pointed out that seeing any violations as a result of the video surveillance, the CEC has no right to correct any data in the protocols. “We instructed the REC to draw up acts of those chairmen of election commissions who had not turned on the video surveillance devices. We signaled the police and the prosecutor's office for 7 sections, in which, according to the CEC, there is evidence of a crime being committed – in the municipality of Garmen, Ognyanovo, Belitsa and others”, said Mateva.

„45 is the percentage of discrepancies in the ballot data that the Constitutional Court indicated for those 1768 sections where both valid and invalid votes were checked. In the other part of 441 election papers and materials, the percentage is 35. These sections indicated by the complainants are the objects of the discrepancies that the CEC has eliminated, and in these elections they were in 1270 protocols”, explained Mateva.

According to her, out of 2000 total protocols checked, 970 were those with discrepancies, but out of the 1270 in question. “There may be some change, because there is a change in the number of valid and invalid votes for each of the parties that participated in the elections, not only for those represented in parliament and those on the border, but for absolutely all”, she also said.
