The Administrative Court in Varna rejected the appeal of the leader of the “Vazrazhdane“ party Kostadin Kostadinov against a decision of the Commission for Protection against Discrimination (CPD) for discrimination in the form of harassment against MP Daniel Lorer.

This is stated in the court's decision, published on its website. The court's decision is dated March 10 and rejects Kostadinov's appeal against decision No. 279/04.10.2024 of the Five-member Extended Panel of the CPD in the part in which it was established that the applicant discriminated in the form of “harassment“ against Daniel Lorer on the basis of “religion“, “ethnicity“ and “origin“ under an article of the Protection from Discrimination Act.

Kostadinov was given a mandatory order to remove the six publications examined in the proceedings from his Facebook profile, as well as to filter the comments made and remove those of them that are discriminatory and embody hate speech.

The court leaves Kostadinov's complaint without consideration in the part in which it is recommended that he refrain from statements regarding Lorer that constitute “harassment“ based on the characteristics of “religion“, “ethnicity“ and “origin“ and terminates the proceedings in administrative case No. 2647/2024.

In the part in which the proceedings in the case have been terminated, the decision has the nature of a ruling and is subject to challenge by private appeal before the Supreme Administrative Court (SAC) within 7 days of its notification. In the remaining part, it can be appealed by cassation appeal before the SAC within 14 days of receiving the notification from the parties.
