The Ministry of Energy proposes changes to the Regulation on Heat Supply, which stipulates that the building installation fee should be 30 percent. The reason for the change is that the Supreme Administrative Court has determined as illegal the method for calculating the share of the delivered heat energy in the building installation.
Yesterday, the Minister of Energy Zhecho Stankov specified that the proposed 30% applies to those condominiums that have not decided what percentage of the energy to pay.
According to the chairman of the District Heating Association, however, less than 0.01%, i.e. almost no one, has determined the percentage of the building installation themselves. In his words, this concerns 30 buildings in the country:
"This opportunity exists, but no one takes advantage of it and it is logical".
"The opinion of heat accountants and district heating companies is that this formula, which has been working for so many years, is in practice the better option because it takes into account all the factors that influence the actual amount of this heat that is released from the building installation", he emphasized after yesterday's meeting of the industry with the representatives of the ministry who drafted the regulation. According to him, if the current version of the regulation remains, there will be no shock for anyone, and the bills will be the same as before.
In the program "Predi visci" Kremen Georgiev specified that the court did not say that the formula was wrong. The court says that the procedure was not followed in the change in the regulation that introduced this formula, he specified and added that for him the error was administrative.
In his words, the building installation fee should exist.
"The average is indeed 30%, but in some buildings it is 15%, and in others - 50%. If we make it 30% for everyone, this means that always one of the two parties within the condominium (users and non-users) will be harmed", he expressed his opinion.
Georgiev is categorical that a fixed fee of 30% will deepen the problem. According to him, this can lead to "tremendous distortions in the accounts". And he gave an example of the transitional months, when, according to him, those using heating in the building may receive bills twice as high as those in January.
If the changes to the regulation are adopted, there will be chaos with the equalization bills, Georgiev also warned. According to him, such a change in the formula takes us back 10 years.
