For Mayor Vasil Terziev, violating the law is a "non-existent problem", obviously in Sofia we have cause for great concern. This was commented by the chairman of the BSP - Sofia, the socialist group in the Sofia City Council and deputy chairman of the BSP Ivan Takov regarding Vasil Terziev's position related to the problems of the Sofia Waste Treatment Plant (SPTO).
"Whatever tools of manipulation and propaganda the mayor, his deputy Nadezhda Bobcheva and the director of the SPTO Nikolay Savov use, they cannot disguise and hide the series of problems and troubles at the garbage plant, for which the three are directly responsible, he said. The facts that the Minister of Environment and Water Manol Genov presented at a briefing a few days ago, and the chronology of events in the last year clearly show that there are huge problems at the SPTO. We have witnessed arrogant violation of the law for months by the director of the plant. A number of violations were found last year on the territory of the plant. Municipal councilors are not allowed to enter the plant. In recent weeks, we have seen queues of garbage trucks at the entrance. Photos show shocking views of piles of garbage in and around the factory in the village of Yana. And Mayor Terziev, his deputy Bobcheva and their director of the SPTO Savov are shuffling, refusing to answer our specific questions and replacing them with other topics.
Ivan Takov is categorical that this arrogant behavior of theirs will neither change the facts nor divert attention from the topic. "And even less will it absolve them of responsibility and the consequences of their actions, said the chairman of the group of the Local Coalition "BSP for Bulgaria" in the SOS. At our briefing on Thursday before the session, I asked another specific question. Is there really over 96,000 tons of undeclared or illegally dumped waste in the SPTO? According to Regulation No. 7 of the Ministry of Environment and Water on the procedure and manner of calculating and determining the amount of collateral and deductions required for waste disposal, for each ton of waste disposed of, the Waste Disposal and Recycling Authority owes 95 leva. In this regard, has the state budget been damaged by over 9 million leva just from these illegal actions? This enterprise is a "black hole", and the area around the plant in the village of Yana has become a "twilight zone". We continue to insist on clear and specific answers from the mayor Vasil Terziev.
The chairman of the BSP - Sofia added that there are two more questions of extreme importance that the mayor must answer as soon as possible. "What is happening with the construction of the RDF installation and for how long between 20 and 30 million leva. of Sofia residents' money will be paid every year to transport and burn the capital's garbage throughout the country. The mayor should focus his attention on these issues, instead of complaining about the work of the state bodies that check his and his administration's actions, commented Ivan Takov. - If he does so, he will have time to deal with the unregulated landfills on the territory of Sofia, which are his responsibility, according to the Waste Management Law, and he will not try to transfer it to state institutions".
