A concept of national security must be started. Let's clarify what it is - what are the elements, what are our weaknesses and what are our strengths. This was stated by the national security expert Prof. Dimitar Ivanov in the studio of "Denyat ON AIR".
National security encompasses state sovereignty, territorial integrity, border protection, economic prosperity for all citizens, the development of culture, science and ecology, as well as individual rights and freedoms.
One of the main weaknesses identified by the professor is the lack of a national doctrine to guide the security services. According to him, there are also problems with the regulatory framework that regulates the work of the services - from basic laws to by-laws and internal instructions.
"The so-called social career elevator has not worked for a long time", said Prof. Ivanov on the air of Bulgaria ON AIR. In addition, gaps in the training and development of operational personnel undermine the effectiveness of the services.
Regarding current cases, such as the missing video archive, Prof. Ivanov commented that such mass media of information are often created purposefully in order to be used at an appropriate time. Although he believes in the ability of his colleagues to uncover such crimes, the professor emphasized that the lack of subjective will and trust in the system hinders progress.
"Daniel Mitov, who is a highly educated person and probably qualified in the field of diplomacy, but in the field of internal security and agent-operational work he is a complete layman. The basic principle of work of all special services, everywhere in the world, is secrecy and conspiratoriality. Crime is not fought with public appearances, with hearings in parliament, with statements on television", said Professor Ivanov.
The reform must begin with updating the regulatory framework - from the concept of national security to specific laws and instructions. In addition, it is necessary to introduce training and control systems that guarantee the effectiveness of operational activity.
In addition to security, Professor Ivanov also shares his work in the field of history and culture. His books "The Thracian World" and "The Egyptian Corridor" explore the cultural and historical interactions in the region. He also highlighted the importance of the newly established master's program "Expertise", which trains experts in cultural values – a profession listed in the State Classifier.
