Some small improvements need to be made in Bulgaria to change the quality of the electoral system. First of all, the election protocols, which are currently 18 pages long, and in my time, when I was a member of the CEC, they were two pages long, need to be simplified. Today they are already 18 pages long. This is ridiculous and is one of the reasons for the defects in the counting of votes. The protocols are simply sloppy and it cannot be otherwise. This was stated on the air of NOVA NEWS by mathematician Prof. Mihail Konstantinov.
According to him, it would be good to change the rule for invalidation of votes, giving an example that if a voter now leaves the check box, his vote will not be counted as valid.
If the ballot clearly shows the will of the voter, the vote should remain valid, because this is the case all over the world, said the expert.
Regarding preferences, Prof. Konstantinov expressed the opinion that they should be abolished because they do not increase interest among voters in the slightest.
Preferences have proven to be harmful because they confuse voters and drive parties crazy, which start to wage internal party struggles, he added.
It also became clear from his words that voting machines have already begun to “break down”, noting that between 100 and 200 machines break down with each subsequent election. And he reminded that in Europe in 99% of cases voting is done only with paper.
When asked about the upcoming vote of no confidence against the government, Mikhail Konstantinov said that it is a waste of parliamentary time and that it will not succeed.
