Serbia is ahead of Bulgaria with European requirements, even though it is not in the EU  - 1

By the end of 2027 in Serbia, it must the five waste processing plants are ready. They will be located in key regions such as Pirot, Cpem-Machva, Valevo, Subotica and Užice. “The goal is to create an effective system for management and processing of construction waste”, Mipa Padenović Boić, civil chief of the Ministry of European Integration, commented on the news.

Although Serbia is not in the European Union, EUR 5.5 million of the total EUR 7.5 million that will be invested in the projects is provided by European funds.

The second big step that Serbia is taking in 2025 is the supply of mobile mills. Their purpose is to grind and process construction waste. They will be located in the cities of Hovi Cad, His and Kpagyevac. The capacity of these mills is processing 24,000-52,000 tons of construction waste per year. The requirement is that the municipalities where these mills will be located provide the necessary infrastructure for their normal functioning.

With these two measures, our western neighbor aims to drastically reduce the number of illegal construction waste dumps, as well as their processing and reuse in the construction sector. Estimates are that 75% of construction waste is recycled and used to cover landfills or build agricultural roads. Wood and metal are also subject to processing.

With the measures taken by Serbia, which is not a member of the EU, it is significantly ahead of Bulgaria, which is in the European family, in terms of the circular economy. We remind you that by the end of 2029, the so-called “deposit system”, which is an essential part of the circular economy. In recent years, the lack of a permanent government has stalled negotiations and taking real steps to make this happen. Only two of the large grocery chains piloted the system. The results of the first year of implementation show excellent results.
