The electronic system for the registration of servicemen will became operational in Russia from November 1, 2024, i.e. during fall recruiting. This is stated in the government decree on the "Unified Register of Information on Citizens Subject to Military Service", published on April 27.
This was specified by the Russian service of the BBC.
The service will collect information about a person from other state databases, including the "Government Service" service, FSB, Ministry of Internal Affairs, tax service, migration and registration registers.
The military will have access to information about criminal and administrative cases of a person subject to military service, about his real estate and other property, as well as information about his place of residence, including in a place other than the place of registration.
For notifying persons subject to military service of changes in the register, the portal "Government Services" will be used in the first place. A summons received through the portal will be deemed served and, if ignored, restrictions will apply, although paper summonses will remain in effect.
If a person does not appear at the military recruitment center on an electronic summons within seven days after his inclusion in the register, he will automatically lose the right to leave Russia, issue a foreign passport, register a private enterprise, carry out real estate transactions, to manage and register vehicles, to take loans and credits.
"Until now, conscripts could safely leave the country despite the legislative ban. This was possible because there was no channel of information exchange between the conscription service and the border service.
"With the launch of the registry, conscripts in respect of whom a summons has been sent will automatically be deprived of the opportunity to leave the country until they report to the military recruitment center," the Telegram channel of the project says " ;Military lawyers".
In April 2023, Russian President Vladimir Putin signed a law reforming the registration of Russians of legal age. Summons to the military registration service will now come not only on paper, but also in electronic form. In this case, the summons will be considered served from the moment it is placed in the personal account in "Gosulugi". This applies to all persons subject to military service, not just conscripts.
The law significantly changes the conscription notification system. According to the previous version of the law "On military service and military conscription" the summons to the military recruitment center must be delivered in person and against a signature.
The summons in electronic form will be considered received from the moment of its publication in the person's personal profile.
