The document contains 72 points, which are divided into eight chapters.

The updated version of the strategy states that the strengthening of nationalist groups (including in Ukraine) poses a serious extremist threat.

"...The most serious extremist threats come from the widespread spread of neo-Nazi ideas and the strengthening of radical nationalist armed groups supported by external forces that encourage the commission of criminal acts on the territory of Russia.

The risks associated with this extend to neighboring countries and regions. Ukrainian neo-Nazis are strengthening their ties with international terrorist organizations. Hostile countries are using the Ukrainian crisis to unleash hybrid wars against Russia and incite aggressive Russophobic sentiments in the world.

Among the key tasks is "eliminating the source of extremist threats coming from the territory of Ukraine and preventing the penetration of representatives of foreign and international extremist and neo-Nazi communities into Russian territory."

One of the factors for extremist manifestations is the situation in some Russian regions related to the illegal activities of foreigners. Labor migrants arriving in Russia are involved in the activities of extremist and terrorist organizations, actively spreading radical ideas themselves and participating in public events that are not coordinated with the authorities:

The number of cases of recruitment of minors into extremist organizations is increasing, since they are more susceptible to ideological and psychological influence and under certain circumstances are not subject to criminal liability:

The main directions of state policy are: carrying out activities aimed at preventing the involvement of young people in extremist activities through the education of civic consciousness, patriotism and morality of young people, involving young people in creative activities, sports, and enhancing the role of the family. to prevent the radicalization of the younger generation.

The external extremist threat to Russia is the policy of some countries regarding
distortion of history, falsification of the role of the USSR in World War II and belittling its contribution to the victory over Nazi Germany and militaristic Japan;
the revival of Nazi ideas, the activation of ideas of revanchism and the glorification of the Nazis.

The document states that the destructive activities of foreign non-governmental organizations have a negative impact on the situation in Russia.

Expected results of the implementation of the strategy are the neutralization of the activities of foreign and international non-governmental organizations included in the list of foreign and international non-governmental organizations whose activities are recognized as undesirable on the territory of Russia.

The previous version of the strategy was approved in 2020 and is intended to continue until 2025. The new decree declares it invalid.
