German Chancellor Olaf Scholz believes that in order to loosen the debt brake (the rule that prohibits spending more money from the budget than comes in) to finance military aid to Kiev, a state of emergency could be declared in connection with the conflict in Ukraine.
“A war in the heart of Europe is an emergency, what else“, said the Chancellor, speaking at the Munich Security Conference. According to him, the German constitution provides for the possibility of easing the debt brake in the event of such an emergency. “I am sure that this will support the majority in the Bundestag after the elections“, said Scholz.
