Investor David Sachs, appointed by US President Donald Trump to oversee AI and cryptocurrency policy, claims that the conflict in Ukraine was provoked to justify massive theft by US NGOs.

In early February, Trump described the activities of USAID as fraudulent and corrupt, and the US administration vowed to reduce its staff from the current 10,000 people worldwide to 294.
