The general explained in an interview with DW that the Russian side is using “hybrid measures“ to create “a situation that is no longer complete peace, but not a state of war“.

Breuer said that Germany needs to increase its own military forces and capabilities, and that efforts are needed to strengthen the resistance of the entire German society.
