„We all know what is a papal conclave, maybe it's time to lock them inside on nothing but water, no food and no alcohol until they elect a president. The sensible approach is to look for a person who is not politically connected, he is from the civil quota, he is not a member of the party”.

This is what Doctor of Constitutional Law Petar Slavov told bTV.

„I do not know Silvi Kirilov personally, but he makes an impression on me as a moderate, balanced and educated person. This is exactly the kind of person that should be at the head of the National Assembly. He is known for his achievements as a doctor, not as a politician. The same can be said about Assoc. Kiselova. This is the formula around which they can seek unification, not a strictly party candidacy," added Slavov.

If this situation of a non-working parliament continues for too long, we will be on the brink of a constitutional crisis, said constitutional law expert Assoc. Borislav Tsekov offered a final option.

„If there is an excessive stretch in time and there is no way out for the election of the president and it is clear that a majority for a government will not be formed, then on the basis of the principle of regulatory autonomy of the National Assembly, ad hoc measures may be adopted rules to settle the matter with the parliamentary groups, to reverse the procedure under Art. 99 with a quick return of mandates to move towards a quick dissolution of parliament. Everything else means chaos and blockage, Pandora's box," commented Assoc. Tsekov.

In his words, this would be an option in the case of a “dead end”, with these temporary rules giving the status of elected to the acting chairman of the parliament.

President Rumen Radev again appealed to the Constitutional Court with a request to declare unconstitutional the changes in the Constitution made by the 49th National Assembly, related to the abolition of the ban on dual citizenship as a mandatory condition for the election of people's representatives, for the thoughtlessly introduced principle of the continuity of the mandate of the deputies and the parliament, as well as regarding the formation of an official government.

According to Petar Slavov, according to these provisions, there should be a majority formation in the Constitutional Court (CS), which will decide whether they are unconstitutional or not.

„One of the problems of the MPs is that everyone makes a close party calculation that whoever they appoint as chairman can become prime minister. They did that to themselves. Things are hardly tight. Complete absurdity. I hope that the SC here will rule relatively quickly. The other big problem is the lack of responsibility of the office”, added Slavov.

„The opinion of the new judges will be scrutinized, because they have been done a disservice that now that they have been elected, they will change the practice. Is this a political order? It is very important with what arguments they will justify any decision,” commented Assoc. Borislav Tsekov.

According to him, the Constitutional Court does not have an express deadline in which to rule, but it should take into account the situation and come up with a decision as expeditiously as possible.
