V At the moment, the Speaker of the National Assembly is not being elected, but a future acting Prime Minister of Bulgaria, because things are going in the direction of early parliamentary elections. This is what the constitutionalist prof. Plamen Kirov in the program "Bulgaria, Europe and the world in focus" on Radio "Focus“.
The problem does not consist only in the figure of the chairman of the National Assembly, he believes. "He will be very harsh on the vice-presidents as well, to the extent that there are political parties who play as racketeers, who demand sanitary cordons, red lines, etc., against other political entities. That's where the big problem comes in – "red lines are placed that block the election of both the chairman and vice-chairmen", explained Prof. Kirov.
He noted that all political parties attack the election results on different grounds and on different scales. "It appears that they themselves admit that the 51st Parliament is illegitimate. Then every normal Bulgarian citizen asks himself the question: "And what are you doing then in this parliament, after admitting that you are illegitimate, disputing the election result and considering it illegal?“. There is also the question of declaring the elections as illegal in general. A strange picture is emerging, so far there has been no such miracle, but obviously we have to experience this political disease to the end, commented the constitutionalist.
According to him, the current "political elite” must show in a categorical way that he is not able to lead the country. "Instead of representing the interests of the voters, he represents the interests of a narrow political circle that thinks only about the benefits of power and is not bound by no ideas of good governance“, said Prof. Kirov.
According to him, the political situation can be unraveled only by starting a dialogue between the political forces. "When there is no dialogue on essential issues related to state governance, there is no way to unblock this situation. When there is a normal parliamentary and political dialogue, when there are no red lines that are defended with bare chests, then a way out will be found. When it is approached in a narrowly partisan manner, with a view to the specific party interest, the result is the one we are observing”, the constitutionalist pointed out.
Prof. Kirov added that the Constitutional Court is not a fire brigade or an emergency medical service, but is limited in its powers. "He can declare that something contradicts the Constitution, from which it follows that the legal framework does not apply, but the Constitutional Court cannot amend the Constitution. When some fundamental things have been mistaken, and principles have been introduced which ought not to have a place there, I do not see how he can rescue us from this constitutional misfortune that has befallen us and make everything right. It seems to me that another majority will have to carry out the seventh constitutional amendment, because it has already become traditional to carry out an amendment to the amendment, he commented.
