With great satisfaction today I read the news about the indictment against former Interior Minister Ivan Demerdzhiev or Mr. "I was punctual with money". This was written by the former Interior Minister, and now a deputy from the DPS-New Beginning, Kalin Stoyanov on his Facebook profile, quoted by news.bg.

In his post, Stoyanov reminds of "several key "achievements" during Demerdzhiev's term. The first is that Ivan Demerdzhiev "appointed a beret guard to protect himself from his own Ministry of Interior employees while he held the position of Minister of Interior". The second - "during his incompetent management, six Ministry of Interior employees died - a tragedy that weighs on the conscience of every responsible statesman". And three - "he signed an additional agreement to a public procurement contract for the new Bulgarian identity documents, thereby burdening the state budget with another 81 million leva!".

Kalin Stoyanov explained that two days before he left office, Demerdzhiev had obligated "the Ministry of Interior with the amount of 81 million leva for a large public procurement contract related to the new identity documents". According to Stoyanov, the initial contract between the Ministry of Interior and the contractor was for 303,500,000 leva. "After insistence from the contractor and Demerdzhiev's scandalous decision, the supplementary agreement in question for 81 million leva was signed", the former interior minister also points out.

And two days after Kalin Stoyanov took office, he received "alarming information that the directors of administrative directorates had been chased through the corridors to sign their consent. For this reason, I immediately requested a detailed report from the competent officials at the Ministry of Interior. It clearly stated that there was no reason to increase the price of the contract".

After that, Stoyanov continues, he assigned the Internal Audit Department at the Ministry of Interior to conduct an inspection of the signed supplementary agreement. "The findings from the inspection were included in a report, which categorically made it clear that there were serious problems with this document. As a result, I sent the report directly to the Sofia City Prosecutor's Office, insisting that a check be carried out for the presence of data on a general crime within the meaning of the Criminal Code," explains Kalin Stoyanov.

According to him, two inspections by the State Financial Inspection Agency (SFI) followed, one of which was specifically on the agreement, and the other - for the entire contract.

And at the beginning of 2024, Stoyanov learned that, based on his signal, filed in his capacity as Minister of the Interior, pre-trial proceedings had been initiated for a crime under Art. 219, para. 4, in connection with para. 1 of the Criminal Code - for mismanagement on a particularly large scale and representing a particularly serious case.

"Today it became clear that, at my signal, the prosecutor's office has collected sufficient evidence for a crime of a general nature and has brought Ivan Demerdzhiev - Minister of Internal Affairs from the caretaker governments of Rumen Radev - as an accused," Kalin Stoyanov points out.
