We can reach a constitutional crisis only by the will of the people's representatives. We are talented and we can do it to ourselves. In general, the problem is not legal, but in the will of the deputies. This was explained on the air of NOVA NEWS by the professor of constitutional law, Dr. Orlin Kolev.

He added that until the deputies agree on a speaker of the parliament, this series that we are witnessing in the plenary hall will continue. And he emphasized again that the problem is political, not normative.

When asked whether the Constitutional Court (CC) can prohibit the SJC from exercising its powers due to an expired mandate, Kolev recalled a similar case from 2022, when the CC initiated a similar case regarding the Inspectorate at the SJC, which at the time also had an expired mandate .

Despite the expired mandate of the Inspectorate at the SJC, the SC decided that it can continue to perform its functions. It is unlikely that the court's decision will be different for the SJC, explained the constitutionalist.

In another current case of the Supreme Court – the contestation of the constitutional changes in the part with the offices – Orlin Kolev believes that there is a high probability that the constitutional judges will return to the president his curtailed powers to appoint caretaker governments.

Regarding the decision of the Constitutional Court on the re-counting of votes in 1777 sections in the country, Kolev commented that it will most likely result in a partial counting of votes, and not a complete one. In this context, he does not rule out the possibility of a rearrangement of the mandates in the 51st National Assembly and the "Majesty" party. to eventually enter parliament.
