Assoc. Prof. Kiselova refused to include the Agreement with Ukraine in the NA agenda - 1

I will not submit the draft Agreement with Ukraine on cooperation in the field of security for voting in the plenary hall, announced her decision by the Speaker of the Parliament Natalia Kiselova after the resumption of the plenary session, BTA reports. It was interrupted after "DPS-New Beginning" requested that Kiselova include their draft as an additional item on the agenda, with which the parliament gives the caretaker prime minister a mandate to sign the document.

Earlier from Brussels, caretaker prime minister Dimitar Glavchev confirmed that without support from the National Assembly he would not sign the agreement and, in his opinion, it would be best for the document to be approved by a regular government.

In her arguments for not adding the item to the agenda, Kiselova pointed out that this is an agreement that is within the competence of the government, and according to a decision of the Council of Ministers of November 4, 2024, the draft Agreement on Security Cooperation with Ukraine was approved as the basis for negotiations. The Minister of Foreign Affairs is authorized to conduct the negotiations, and the Prime Minister – to sign the agreement and the Ministry of Foreign Affairs (MFA) to take the necessary actions to implement this decision, explained the Speaker of the National Assembly.

The conclusion of an agreement is within the competence of the government according to the Constitution, as the one leading and implementing foreign policy, and since there is an explicit decision of the Council of Ministers, the Prime Minister must comply with it, and not seek support and transfer responsibility to the National Assembly, the Speaker of the National Assembly also emphasized.

Before Natalia Kiselova announced her decision in the plenary hall, on the sidelines of the parliament, the leader of "DPS-New Beginning" Delyan Peevski told journalists that the presidential council did not reach an agreement to have the agreement voted on by the deputies.

I told them that they would not run away from the vote, whether it was next week or after the holidays, everyone would show where they stand with their vote, explained the leader of "DPS-New Beginning". In his words, Natalia Kiselova has shown that she is the chairwoman of the "Moscow" coalition.
